Web Owners Forum – Draft Terms of Reference

Purpose

To share experiences, shape thinking and solve issues on web developments – adding value for the whole organisation and as audience.

Role

The WOF will operate as a community of practice where members see benefit for their work in sharing experiences and insights as well as contributing to more effective cross Ministry developments.

The WOF will have no approval role but will operate as a sounding board or reference group for web initiatives and cross-section audience, strategies and content policies.

The WOF will have a recommendatory role to RMSG and ISSG on frameworks and standards for web developments, including responsibility for reviewing web charters referred by RMSG.

SCOPE OF ACTION

  1. Formulating models and frameworks of thinking for the Ministry on:

    • positioning and alignment of websites in relation to different audience groups and placement of content
    • a brand vision and guidelines
    • a governance of web developments – NB use of web charters
    • linkages to wider communication and information management strategies

  2. Contributing to the development and review of policy standards and guidelines for:

    • web content management
    • publishing processes (integrated web and print)
    • search tools
    • metadata
    • visual identity
    • URLs

  3. Sharing ideas and experiences on developing and managing web sites and portals to enhance cross-Ministry practices.

    • This could lead to collaborative working on developments of mutual interest.
    • Engaging in linking with external experts and suppliers/partners of outsourced web. Source is envisaged as well as exchanges between WOF members.

WAY OF WORKING

As a collaborative forum meeting in workshop mode to look at specific issues from a business and stakeholder point of view – to give input to the IIV other projects, advise on frameworks, procedure and policy, and work through areas of community for all site owners.

Meetings on an all needs basis to focus on a particular area at a time to reach some resolution/improvement, communicating and sharing information via the Web Owners Wiki (WOF Wiki).
