The 6 months to the end of 2003 will focus on achieving Stage 1 of the Road Map, Preparing the Ground. By the end of 2003, the Tertiary Information Strategy will have reached a point where:

  • agencies have sought sector representatives’ views and incorporated their comments
  • a cross-agency collaborative partnership structure is in place
  • a senior management board is in place to provide Governance
  • development goals and priorities are defined and agreed
  • a business case, including a combined budget bid, has been adopted
  • a programme to deliver quick wins is under way

Communicate the strategy

By the end of September 2003, the TIS working party will confirm the strategy. We will:

  1. champion the strategy within our own agencies and secure senior management endorsement
  2. establish the Tertiary Education Agencies Forum as the strategy overview group
  3. make a joint presentation on the strategy to TEAF and seek formal approval
  4. make a joint presentation to sector representatives on the goals and benefits
  5. seek feedback from the sector on the strategy: direction, priorities, impacts, gaps

To support the communication plan, the working party will create a short presentation on the strategy and lead a sector road-show.

Deliver some quick wins

By the end of 2003, the TIS working party will define the work plan for 2004. We will:

  1. align, accelerate and strengthen collaboration on existing Agency Projects
  2. set terms of reference for working parties to develop foundation standards
  3. incorporate the findings of the tertiary education data stock-take and education sector ICT review
  4. put in place suitable programme governance and management structures
  5. prepare a business case and co-ordinated budget bids for implementing the strategy
