- Tertiary sector customers see the central agencies as a one stop shop, to which they connect seamlessly and securely to supply data and find information.
Achieving this goal means agencies have porous borders, so that:
- customers engage a service, to which various agencies may contribute
- customers have multiple entry points to an integrated service experience
- customers follow processes across agency borders for business events or information needs
- customers don’t need to know who they are dealing with, while agencies maintain their distinct roles
- customers can link to related agencies, such as IRD, from the virtual agency

- Establish one authoritative electronic source—one version of the truth—for all sector reference data.

- Protect students’ privacy by using the National Student Index number as the unique identifier for all student information.

- Develop a comprehensive collection of quality-assured data about all institutions and everyone who has attended them.

- Publish standards and guidelines that facilitate a whole-of-sector approach to developing virtual services.
