Achieving the strategy will deliver boundaryless information flows. One Virtual Agency will provide distributed access to a collection of open, authoritative data repositories. Customers will see a shift from agency branding (“I am dealing with X”) to service branding (“I am using Y”). Getting there is a staged, evolutionary process.

Stage 1. Prepare the ground

  2. Identify others’ best-practice experiences

  3. Create a dynamic information map
    • identify who holds what data

Stage 2. Establish the framework

  1. Define data exchange standards and protocols
    • develop XML-based message standards
    • adopt the e-GIF standards
  2. Identify duplicated data collection processes
    • rationalise collection procedures
    • define distribution procedures
  3. Create a virtual tertiary intranet
    • facilitate cross-agency collaboration
    • enable cross-agency knowledge sharing

Stage 3. Develop virtual services

  1. Manage the demand side
    • understand the kinds of information people want
    • understand what information people are willing to share
  2. Enhance the tertiary portal
    • make information available to a range of audiences
    • link tertiary information to information from other sectors
  3. Develop the sector’s information culture
    • define the expected cultural norms
    • facilitate distributed quality assurance
