The vision of the Tertiary Information Strategy is to remove barriers between people and the information they need. It will create a one stop shop for tertiary information collection and dissemination. It will provide a common language for the sector and a common interface to the sector.

The tertiary sector central agencies make the following information promises to the sector:

  1. the central agencies will appear to the sector as one seamless virtual agency
  2. all authorised users will have easy access to trustworthy sector information
  3. a single return will collect and distribute all required data at once
  4. we will be proactive about helping you solve or avoid information problems
  5. we will make constant, cost-effective improvements based on your feedback

In this context, “virtual” means presenting an integrated service to sector customers, regardless of which agencies provide the service components. The sector will judge the strategy’s information value proposition using the following principles. A series of Foundation Stone documents build on these principles.

InteroperableEnsure systems talk to one another using open standards for data exchange
AccessMake data available in a form customers can use, when and where they need it
PrivacyRespect the integrity, security and confidentiality of customers’ data
AccuracyCustomers can trust that data they receive is accurate to a specified standard
SimplicityMake it easier for customers to supply data to and get information from central agencies
OwnershipEstablish clear ownership of and accountability for data shared across the sector
InclusiveUse the internet as the dominant way to access information, services and processes
DiversityPromote platform-independent solutions that reflect the diversity of sector IT
NimbleEncourage flexible, rapid innovation within a framework of open standards
InterdependentCommunicate, collaborate and co-operate to build stronger inter-agency relationships
CostProvide information products and services at least long term cost to the Crown and customers

By following the principles, central agencies will help build a better, more cost-effective tertiary sector. They will facilitate measurement of education outcomes using reliable information. The strategy is a part of the wider E-government strategy. It complements and is consistent with related government initiatives for the education sector:
