The over-arching goal of the strategy is to make it more convenient, efficient and transparent for sector customers and central agencies to deal with each other. It helps the agencies to work together for their common customer base, within their defined mandates. It prevents duplication of effort and cuts compliance costs.

5 sub-goals—Virtual Agency, Connected Customers, Single Data Returns, Self Service, Reduced Costs—set out objectives and strategies for achieving this. The aim is to change the way central agencies work together to support Networked Learners:

  • design, build and maintain shared databases
  • do more data analysis, less manual data aggregation
  • raise awareness of the different meanings of similar information
  • help each agency develop systems that interoperate with others
  • foster positive relationships based on mutual trust and benefit

Nothing in the goals changes the agencies’ accountabilities to government. Nothing in the goals implies greater involvement in one another’s business. Rather, the goals recognise the agencies’ interdependence and promote working together to bring greater consistency, coherence and focus to the shared information resource. Commitment to the strategy is essential; compliance with the strategy is not enough.

The strategy is an advance model for sector collaboration and governance. Lessons learnt can be applied to other sector strategies.
