The integrity of the one stop shop is as strong as its weakest link. As the lead agency, the Ministry of Education facilitates development and adoption of common standards. The central agencies work collaboratively as equal partners, while acknowledging local priorities.

The agencies are adopting a business cluster model for collaboration to enable NetworkedLearning. All participants agree to follow the cluster’s rules:

  1. we abide by the decisions of the cluster
  2. we follow the standards the cluster sets
  3. we ensure others benefit more from being part of the cluster than from going it alone
  4. we work constructively to resolve differences and solve problems
  5. we lead by example and jointly apply pressure to those who break the rules
  6. we use Open Data Standards to promote interoperability between systems
  7. Ministerial Purchase Agreements set out our commitments to the cluster

The agencies will link their work plans to the strategy and the Ministry will provide overall cluster co-ordination. The business cluster will focus on “firewall-to-firewall” issues. This will in turn influence each agency’s internal information-related decisions — “behind the firewall”. Accountability for these will remain with the individual CIOs.
