In this month’s newsletter we bring you the results of our survey and ask for your views on our proposal for redesigning our email service. We announce the release of the 2009 monitoring reports for the Tertiary Education Strategy, a new report on the effect of economic cycles on tertiary education participation, the first report from the 2008/09 literacy and numeracy research and updates on 2009 enrolments and 2008 student allowances. And we highlight new reports from the Department of Labour and Ako Aotearoa.

Tertiary Education Strategy monitoring reports 2009

The Ministry has released the 2009 monitoring reports for the Tertiary Education Strategy. These reports looking at the implementation of the 2007–2012 Tertiary Education Strategy. There are three reports:

  • the summary provides a brief overview of the tertiary education sector as the strategy was being implemented and highlights key issues for achieving the strategy.

  • cross-strategy indicators provides a detailed view of the overall health of the tertiary education system, using a set of enduring indicators against which broader changes can be monitored.

  • expected contributions provides a detailed view of the state of the tertiary education system with regard to the three areas of expected contribution and related priorities.

Ebbs and flows: Participation in post-compulsory education over the economic cycle

This report examines historical enrolment data to analyse the association between the economic cycle and participation in senior secondary school and in tertiary education.

The recession in the early 1990s was associated with a significant increase in participation in senior secondary school and in higher tertiary-level qualifications. Although the economy recovered during the mid-1990s, participation levels in education remained above the levels seen before the recession of the early 1990s. Participation in industry training and targeted training shows an association with the economic cycle.

Numeracy for adults - latest findings from teaching and learning research

This report identifies critical factors for successful numeracy learning in tertiary education. It is based on the latest teaching and learning research from New Zealand and overseas. It sets out the practical implications of these findings for how providers teach numeracy, particularly as part of vocational qualifications. It is authored by Gill Thomas and Jenny Ward (Maths Technology Ltd.).

April 2009 tertiary education enrolments snapshot

This snapshot provides an indicative update on enrolment trends for 2009, using data from the first part of the year. The report shows that:

  • More domestic and international students studied at higher levels and in longer qualifications in April 2009 compared with April 2008.
  • Formal enrolments increased from April 2008 to April 2009 by 2.8 percent and when this number is converted to equivalent full-time student units the increase was bigger – up by 6.2 percent. This means that the average study load per student has risen.
  • A rise in enrolments by 18 to 24 year-olds was the main driver of the latest increase, while fewer people aged 40 years or over studied in April 2009.

Changes in Student Allowances in 2008

This fact sheet provides information on trends in student allowance recipient numbers. Since 2005 the number of student allowances recipients has risen by 5 percent each year, reaching 65,700 in 2008.

Skills in the Labour Market Outlook

This new report from the Department of Labour gives a current overview of skills in the labour market. It summarises trends in the demand and supply of skills. This report is released bi-annually to monitor movements in the matching of skills, and the present and future supply and demand into semi-detailed occupations.

Understanding vocational education and training, productivity and workforce participation: An issues paper

This Australian issues paper, posted by Ako Aotearoa, reports on the findings from the first year of a three-year program of research by the University of Sydney’s Workplace Research Centre. The overarching aim of the research is to investigate how, if at all, vocational education and training can make a difference in improving productivity and workforce participation.
