Tertiary Information Advisory Group Terms? of Reference – DRAFT version 0.3
Purpose
- A forum that provides distributive leadership, communities of practice and direction to the Tertiary Information Strategy (TIS) and its ongoing development and implementation.
- A forum that allows the exchange of information with respect to tertiary education sector statistical data collection, verification, and reporting; focusing on current procedures and policies with respect to data required, and current issues.
- One of several channels that will inform government policy and practice setting with respect to tertiary information. Other channels (indicative) include:
- a proposed ITPNZ Tertiary Information Advisory Group
- Tertiary Consultative Group
- A PTE group (possibly through the existing NZQA forum)
- Any working parties involved with implementation issues
- The forum will be distinct from TISSL’s reference group(s) which will, and do, focus on the practical aspects of the SDR process.
- “Exchange of Information” is not binding on any of the organisations participating – the purpose is to expose ideas, requirements, and issues before they are settled in order to assure sector-wide understanding, co-operation, and support, and to help ensure effective and efficient implementation of new initiatives. If agreements are reached in the forum and then changed, the forum should meet again to discuss those changes.
- The outcomes from the forum must ultimately maintain or improve student experience.
Membership
A member from each university (provided through NZVCC) will partake in the forum. Membership is to be Planning Directors or Chief Financial Officers for the universities [and probably CFOs for other TEOs if there are parallel groups].

Operating Principles
- Members will interact in a collegial manner, using collaborative decision making as a preferred way of working.
- Members will work in partnership to create a high-trust, no surprises environment in which to share their thinking.
- Initiatives may arise from either agencies or sector groups – it is not necessarily a one-way street.
- Members will be consulted on future changes related to the Tertiary Information Strategy in a timely manner, to allow time for consultation with the appropriate people and effective implementation through sufficient lead times.
- Members will be informed of issues being discussed at other consultative groups to ensure commonality across all reference groups and to enable members to keep abreast of what is being discussed.
Scope
- All data collection undertaken by agencies in the tertiary education sector.
- Information dissemination and usage.
- Activities around dissemination, usage and collection.
Resourcing
The Ministry of Education will provide a resource to support the work of the forum. An electronic (virtual forum) will be established so that ongoing communication between meetings may be facilitated.
