The government’s tertiary education reforms are expressed in the themes of excellence, access and relevance. The theme of relevance relates to a tertiary education system that is outwardly focused and actively contributing to national, regional and community development. The Tertiary Education Strategy 2002/07 has a significant focus on developing the linkages between tertiary education and national, regional and local economic and social development. This is to be achieved, in part, through improved engagement of the system with stakeholder groups. Key stakeholder groups include:
Engagement refers to organisational level relationships set up to progress specific goals and areas of mutual interest. It is not referring to educational participation by students represented in the stakeholder groups, although this may be an outcome of engagement at an organisational level. The purposes of improved engagement include improving the contribution of tertiary education to local, regional and national development, developing the capacity of local and regional stakeholders to achieve their goals and aspirations and improving the quality and relevance of tertiary education. Active linkages between the tertiary education sector and stakeholder groups are key to achieving the nine change messages in the TES that encapsulate the overall goals of the reforms, describing the underlying shifts sought by government. |
