These indicators will look the development of system capability across TEOs - with a particular focus on increased collaboration (within the system and with stakeholders) and development of an external focus.

1.  Key indicators

The analysis of profiles found an increase in the focus of ITOs on collaboration with other TEOs - both other ITOs and tertiary education providers. It found that around 60 percent of TEIs had a change-focus on collaboration, with an increased focus across universities.

The analysis of profiles showed increased explicit attention to differentiation of roles in the 2006/08 TEI profiles, albeit with a tendency towards greater promotion and prominence of each institution.
