Synthesis of case study information from stage 2

This third stage will focus on the overall success of the current strategy in promoting and achieving the desired change in the tertiary education sector. It will bring together information from the monitoring project, as well as other information gathered during the first two stages of the evaluation. This stage will be completed by May 2008.

The purpose of this stage is to provide accountability to Ministers, the sector and stakeholders and to identify the areas where the strategy has been most and least successful in creating change. Information from this stage will also inform the ongoing implementation of the next strategy and its Statements of Tertiary Education Priorities.

This stage will involve a retrospect analysis of monitoring and other information to determine the overall progress towards the key changes set out in the current strategy. Additional survey and research information could be commissioned to address information gaps and provide a more evaluative assessment of progress.

The output of this stage will be a final evaluation report that brings together the information from the first two stages as well as the overall evaluation of the success of the strategy.
