In this issue: (hide) 1. Participation changes in foundation educationImproving foundation competencies is an important aspect of the TES. Foundation competencies are a set of skills, knowledge and dispositions in the areas of language, numeracy and literacy. Language includes both English and Te Reo Māori. One measure of provision in this area is participation in formal foundation education. This was reported in the 2004 Monitoring Report. These indicators have been updated to include 2004 data. The updates show:
It should be noted that these are a general measure of participation and do not show differing levels of intensity and quality of learning. Further information is presented on the Provision of Foundation Education page in the Monitoring Information section. 2. Request for Proposals – Stakeholder ResearchThe Ministry of Education has issued a request for proposals for a research project on existing information on the engagement of key stakeholder groups with the tertiary education system. This research will contribute to the monitoring of the tertiary education strategy. Key stakeholder groups include:
Engagement refers to organisational level relationships set up to progress specific goals and areas of mutual interest. The Ministry is looking for research teams with experience with business, regional development, Māori and Pasifika communities who can locate a range of existing information (published, unpublished and from key informants) and provide a thematic synthesis. Please pass this information on to anyone you know who may be interested in submitting a proposal A copy of the RFP can be obtained from David.Earle@minedu.govt.nz. Registrations of interest are asked for by 23 May and proposals are due 30 May. 3. Review of the Māori Advisory ProcessA review of the Māori Advisory Process for the TES monitoring project is underway. The Ministry has contracted Peter Galvin and Kim Ngarimu of PHP Consulting Ltd to do the review. The review is looking at the effectiveness of the process for participants and the Ministry, what could be done to improve the process and options for the future. Peter and Kim will be interviewing selected participants over the next few weeks to obtain their views on the process. The participants have been selected to cover a range of interests and levels of involvement in the process. The review report will be made available on this site for comment and ideas. 4. Improvements to monitoring website continuingWe are continuing work to improve the monitoring website. Pages for all of the strategies have now been created in the Monitoring Information section. At present, these pages contain the main quantitative indicators from the monitoring reports, links to the relevant sections of the reports and links to related information. Further information and updates will be added over the next few months.
