In this issue: (hide) 1. Pasifika Development and SuccessThis issue of the eNewsletter completes the review of updated indicators for the 2002/07 Tertiary Education Strategy. This first section looks at “Educate for Pacific Peoples’ Development and Success”. While two thirds of Pasifika students continue to enrolled at certificate level, there has been steady growth in enrolments at diploma level and above. Pasifika students have higher participation rates at diploma level than non-Pasifika students and similar completion rates. At bachelors level and above, Pasifika participation rates are below those of non-Pasifika students and they also continue to have lower completion rates. (Pasifika Participation and Achievement At Higher Levels and Across Disciplines) The analysis of profiles showed that 30 percent of TEOs had change-focussed objectives relating to contributing to Pasifika development in their 2005/07 profiles, falling to 25 percent in their 2006/08 profiles. Objectives were mostly focused on developing relationships with Pasifika communities. (Contributing to Pasifika Development) 2. System Capability and QualityThis section looks at highlights from “Strengthen System Capability and Quality”. The analysis of profiles found that most TEIs had change-focussed objectives relating to the quality of teaching and learning. Objectives covered monitoring of student success, development of flexible and e-learning and staff development. (Quality in Tertiary Education) The analysis also found that 60 percent of TEIs had a change focus on collaboration with other TEOs, with an increased focus in this area developing in the ITO sub-sector. There was also increased explicit attention to differentiation of roles in the 2006/08 TEI profiles. The total number of international students in formal tertiary education peaked in 2004 and declined in 2005. The 2006 results from the Statistics New Zealand Survey of English Language Providers show continuing declines in that sector, particularly from Asia. These are likely to flow on to international student enrolments across the tertiary system. 3. New Tertiary Education Strategy and STEP releasedThe new Tertiary Education Strategy for 2007 to 2012 was released by the Minister for Tertiary Education in December. The strategy incorporates the 2008 to 2010 Statement of Tertiary Education Priorities (STEP). The new strategy will guide planning and funding for 2008 onwards. The Ministry and the Tertiary Education Commission (TEC) are working together on monitoring of the new strategy. The Ministry will continue to focus on monitoring of change across the tertiary education system and the TEC on the performance of TEOs, as part of their investment process. During this year, the Ministry will be working on further developing the system-wide indicators to be used to assess progress of the new strategy. As part of the development, the Ministry will focus on making sure there is a clear link between system indicators and indicators used by the TEC to assess TEO performance.
