Monitoring the Tertiary Education Strategy - ENewsletter
This eNewsletter bringing you highlights and updates on the monitoring and evaluation of the Tertiary Education Strategy.

1.  Monitoring Report 2005 released

The TES Monitoring Report 2005 has been released. Entitled ‘The System in Change’, this year’s report tracks the further progress of the tertiary education system in the period following implementation of the key aspects of the tertiary education reforms up to the end of 2005.

Highlights from the report include:

  • Participation in tertiary education appears to have peaked in 2005.
  • Skill shortages continue to be a major challenge for New Zealand’s economy and tertiary education plays a part in addressing this.
  • The research output of the tertiary education sector continues to grow.
  • There are a number of initiatives underway to raise the quality of teaching and learning.
  • Industry training organisations and institutes of technology and polytechnics are taking steps to ensure their provision is relevant to the needs of industry.
  • Industry has mixed experiences of working with tertiary education providers to address skill needs.
  • While there has been little change in Māori participation, retention and progression rates from 2002 to 2004, Pasifika participation, retention and progression has improved at most levels.
  • Financial viability of tertiary education institutions remains an issue, particularly for institutes of technology and polytechnics.
  • Collaboration between tertiary education organisations appears to be strengthening. However, there is more to be done to improve the quality of collaboration with other stakeholders.
  • International student numbers are declining overall with many providers now taking a more planned approach to managing export education and internationalisation.

2.  Reports on profiles and use of the TES also released

This year’s monitoring report is accompanied by two supporting reports. The findings of these reports will be featured in future eNewsletters.

Lining Up?
An analysis of the influence of the Tertiary Education Strategy on profiles. This analysis looked at the objectives in tertiary education institution and industry training organisation profiles in relation to the Strategy.

3.  Consultation on the next Tertiary Education Strategy underway

Today, the Minister for Tertiary Education released the discussion document for developing the second tertiary education strategy.

The first Strategy set a broad and inclusive direction for tertiary education. It is proposed that the next Strategy builds on this and provides a sharper focus on the shifts that the government expects in tertiary education in order to achieve greater quality, relevance and value for money. The sharper focus will not be at the expense of New Zealand’s broad and inclusive tertiary education system.

The discussion document is a working paper, rather than a draft strategy. Consultation on the document, led by senior officials and including meetings and workshops, will run until late October 2006.

A submission form and guidance on making a submission are included with the document. Submissions are due by Friday 27 October 2006.

4.  eNewsletters resuming

There has been a gap in sending out eNewsletters while work has been undertaken on these reports.

Over the next few months there will be a regular series of eNewsletters profiling the reports mentioned above and the latest monitoring data.
