- Relationships; quality education. Some don’t connect or know – may not see the relevance to their work.
- Bureaucratic; analytical; academic; unresponsiveness. MoE = moe (Maori) = sleepy; siloed; hard to understand; complex; hard to know who to contact for what.
- Good employer; increasing achievement & reducing disparity. Most staff don’t think about MoE as a whole; many are driven by professional commitment to an extent that the organisation gets in the way
- Making a difference; outcomes; funding policy; implementation of policy; supporting schools & EC centres; lots of parts.
- Compliance driven; incongruent policy; conflicting priorities; risk averse; siloed

- Interesting that ‘learning’ has not been mentioned. To move forward we need to see ourselves as learners who take individual resp for our learning but are enabled collectively by the organisational culture
