In July 2003, the Minister of Education presented a paper to the Cabinet Policy Committee to report “the findings of a broad review of information and communication technologies in the education sector”. The paper “identifies a number of opportunities for improved use of ICT across the education sector”.

The paper states, in part:

… there are considerable opportunities ahead to harness ICT to greater effect. To realise the potential in a cost-effective way will require:
  • recognition that ICT-associated demands are going to keep increasing
  • recognition of growing need for interdependence between the different agencies
  • a clearly articulated and integrated ICT framework and plan
  • minimisation of compliance costs
  • administrative information to support providers
  • attention to the ongoing development of new technologies and software
  • the development of new capabilities and processes

The paper defines the education central agencies as the Ministry of Education, Tertiary Education Commission, New Zealand Qualifications Authority, Education Review Office, New Zealand Teachers Council, Careers Service, and the National Library of New Zealand.
