The framework’s scope covers people, processes and technology. It exists to facilitate:

  • a shift from teaching as “ranking and sorting” to teaching that enables individualised “learning pathways”
  • a shift from processes based on organisations to e-processes that seamlessly connect across organisation boundaries1
  • a shift from solutions based on proprietary technology to platform-neutral solutions that enable interoperability and information exchange

It allows learners to pull information that supports their learning needs and allows institutions to push information they need to distribute. It makes organisation boundaries more transparent and more permeable to the flow of information. People trust the system to protect their information privacy and secure their information safety.

It gives government agencies, education providers and other organisations a firm foundation on which to base their IT strategies and plans.

Definition

ESAF is not an architecture, its a discrete collection of services that facilitate and deliver sector wide interoperability. Architecture happens in agencies.

ESAF initiatives are delivered by Business Initiatives.

What are these initiatives and how the can addition of ESAF to them can be successful while not impinging upon them?
