The working party and sector focus groups will use the following questions as the basis for formulating ESAF requirements.

  1. What ICT-related problems do you experience, that an Architectural Framework? could solve?
    • what interoperability1 issues do you face as an information producer
    • what interoperability issues do you face as an information consumer

  2. How does the current lack of an architectural framework adversely affect you?
    • where are you less effective than you could be
    • where are you less efficient than you could be

  3. What would an architectural framework let you do in future, that you can’t do today?
    • what opportunities would this create for you
    • how would this help you carry out your business better

  4. How could implementing an architectural framework change the way you operate?
    • where do you feel limited or constrained by lack of information
    • what would you do differently, if better information were available

  5. If you could wave a magic wand and make a wish, what would you make happen?
    • why is this important — what benefits would it bring
    • what might shift to “the centre” and what might shift to “the edges”

  6. Complete the following sentence: “To gain my support, the architectural framework must …”
    • what is your bottom line on interoperability
    • if we build it, why will you come

  7. What is the unique contribution that ESAF will make to the sector?
    • what is its “customer value proposition”
    • what can ESAF do better than any alternative

Each sector focus group, plus the working party itself, will consider the same questions, although the wording may be adjusted to match the audience.
