The framework will consist of a range of products, developed to these guiding principles:
- create the future as we go, increasing sector options through an evolutionary process
- reuse existing solutions where possible, such as XML-based? standards
- collaborate with others, such as Australia, to solve common problems
There are products associated with the destination and outcomes:
- a statement of problems and opportunities the framework will address
- how does the lack of an architecture affect people in the sector
- what would an architecture let people do that they can’t do today
- how would an architecture change the way the sector operates
- a set of architectural principles and goals that support the desired outcomes
- what are the most important characteristics of a sector architecture
- how will people apply the principles in practice
- what are people’s service expectations: “I will be able to …”
- policies, standards and guidelines to follow when making ICT-related decisions
- rules for interoperability between systems in different organisations
- protocols for solution sharing and co-development
- issues to consider, lessons learnt and pitfalls to avoid
- processes for raising the sector’s ICT capability and capacity
- how to promote ICT knowledge clusters and virtual communities of practice
- how to avoid fragmentation, duplication and reinventing the wheel
- how to cut compliance costs and raise service levels
- early wins to engage the sector — such as single sign-on from any device to any service
There are products associated with the journey and process:
- a business case — who bears the costs, who gets the benefits, what are the risks, what are the priorities
- a road map of the journey — where do we want to be, what are our starting points, how will we collaborate to get there
- a combined work programme and budget bid, with checkpoints along the way
- a project and governance structure to make it happen
- a communication strategy for raising sector awareness and understanding of the framework
The working party will refine the set of expected Outputs as they move forward.
