The Ministry of Education will facilitate development of the Architectural Framework, under a 4 part governance structure:

  • a working party with representatives from across the sector will formulate the requirements in a series of working sessions
  • a advisory group representing the sponsors will guide the working party on matters of policy, scope, quality and strategic direction
  • reference groups with wide ranging representation from interested parties will act as focus groups for particular topics, and offer comment on the draft framework
  • the decision makers are a “high and wide” group of sector representatives who make strategic architecture decisions as needed

The Ministry will chair the working party, provide administrative support, and make the results available through the Wiki Wiki Web as they are developed. Everyone in the sector who wishes to will have an opportunity to contribute their views for the working party to consider.

The working party will be responsible for developing the framework’s outputs. It will be a group of 8–10 people who consult widely across the sector, and within their own organisations, to formulate and validate the requirements.

A small advisory group provides the Working Party with its mandate and budget. The Advisory Group ensures the process is effective and puts completed architectural proposals to the sector Decision Makers for their consideration and adoption.

Reference Groups
Open to the sector, and including government agencies, providers, learners, cultural heritage institutions, research organisations, supplier organisations, community organisations, professional organisations, …
Focus sessions will define requirements around selected subjects, such as early childhood, schools, tertiary, eGovernment, or heritage. Meetings with specialist providers, such as the Correspondence School, and vendors will identify any unique requirements they may have. A Ministry of Education reference group will also be available for the Working Party to consult.

Decision Makers
A group of sector CIOs and business managers will make up the decision-making and ratification body. Voting representation may be wide-ranging on selected architectural components.
Agencies representatives on the Decision Makers Group will in turn report back to their own internal IT governance fora. They have delegated authority to make architectural decisions on behalf of the agencies they represent. Sector CIOs also advise the sector CEs forum on architectural direction.
