Developing the framework Outputs will be a complex task. In keeping with the evolutionary principle, the Ministry of Education proposes to undertake the work in several stages. At any stage of the process, there will be a plan for the current stage, an outlook for the next stage, and a direction for future stages.

Stage 1
This is the problem definition stage. The plan is to:
The stage will consider a structured set of Requirements Questions. It will use a tailored version of these for Reference Group Questions.

Stage 2
This is the architectural design stage. The outlook is to:
  • develop a logical design for ICT services and their interactions
  • develop a set of complementary architectures for various parts of the sector
  • define interoperability standards between the architecture components

Stage 3
This is the architecture realisation stage. The direction is to:
  • deliver early wins to address the most important problems identified in Stage 1
  • run proofs of concept to validate the main architectural decisions
  • raise the sector’s ICT knowledge, capability and capacity

Developing the Architectural Framework will follow an Open Process?, which the Ministry of Education will facilitate:

  1. a cross-agency Working Party works under the direction of an Advisory Group
  2. it consults a wide range of sector Reference Groups and subject matter specialists
  3. its proposals go to a group of sector Decision Makers for ratification and adoption
