This strategy is outlined on pages 51–54 of the TES. Developments in this area are critical to New Zealand’s future development, as Pacific peoples as a group will provide a significant contribution to our economy and society. During the period of this STEP, it will be important to further develop partnerships between tertiary system providers, agencies and Pacific peoples.
Priorities for Tertiary Education OrganisationsDuring this period, TEOs should continue to work on the implementation of the Pasifika Education Plan, as outlined on page 51 of the TES. Other key priorities for TEOs relate to Objective25 and Objective26. All TEOs should work with their Pacific stakeholders to develop measures to ensure improved connection to Pacific communities and enterprises and to ensure improved learning outcomes for Pacific peoples. These should be described in their strategic and business plans. TEOs will also develop strategic approaches to the recruitment, retention and promotion of Pacific staff at all levels. Pacific providers are likely to be strongly focused on Objective27, including those that have received allocations from the Strategic Priorities Fund. Priorities for AgenciesTo build the capability of Pacific providers, as outlined in Objective27, the work of the TEC and the NZQA will need to be effectively co-ordinated. The TEC, in conjunction with the Ministry for Pacific Island Affairs, will develop processes for consultation and communication with Pacific communities. Capability-building for Pacific peoples will also be assisted by the evaluation of the strategic development initiatives, including the Special Supplementary Grants for Pacific peoples and the contestable Innovation and Development Fund. Agencies will also need to work together to implement the recommendations of the review of this SSG, which was published in August 2003. Career Services will continue to work towards providing improved access to information and advice for Pacific learners. NZQA will continue to support the capability development of Pacific providers with regard to quality assurance and the development of national qualifications by Pacific Standard Setters.
