Priorities for Implementing the Six Strategies 2003–04During the period of this STEP, all participants in the tertiary education system will progress the implementation of the Tertiary Education Strategy 2002–07. This section indicates the steps government expects to see TEOs and their stakeholders working on together in 2003–04 to align their activities with the directions outlined in the TES. It also indicates the activities that central agencies will be engaged in to support TEOs and their stakeholders. This section is intended as a guide to TEO and agency planning. Different TEOs and agencies are expected to interpret and apply the priorities set out in this STEP differently, depending on their distinctive roles, their identified strategic niches, their available resources, the needs of their distinctive communities of interest and their baseline positions.
