Te rautaki mātauranga Māori – contribute to the achievement of Māori development aspirations

Ensuring Maori tertiary education success is critical for the social and economic development of Maori/whanau/hapu, and of wider New Zealand. As evidenced through the Hui Taumata Matauuranga process, iwi education partnerships and the consultation process for the Tertiary Education Strategy 2002/07, the Crown is committed to working with Maori to achieve their education aspirations. Agencies and tertiary education organisations also have particular commitments to Maori communities and to iwi. The relationships and processes that will be developed during the period of the interim STEP will form the basis for meeting these commitments.

Objectives

8. Tertiary education leadership that is effectively accountable to Māori communities

9. Strong and balanced Māori staff profiles within the tertiary education system

10. Quality programmes that recognise Te Ao Māori perspectives and support the revitalisation of Te Reo Māori

11. Robust options for kaupapa Māori tertiary education that reflect Māori aspirations

12. Increased participation by Māori in both a broader range of disciplines and in programmes that lead to higher-level qualifications

13. A tertiary education system that makes an active contribution to regional and national Māori/whānau/hapū/iwi development

Priorities for Tertiary Education Organisations

The key priorities for this period are Objective8, Objective12 and Objective13. Ongoing relationship and partnership building will be a key part of TEOs’ strategic and business planning. TEOs should work closely with their local and regional Maori communities in order to improve their accountability to them and in order to ensure that their organisations contribute to regional and local Maori/whanau/hapu development. Those organisations requiring charters and profiles should demonstrate a commitment to meaningful processes of engagement and consultation.

With regard to Objective8, all organisations should show in their strategic and business plans how they intend to work jointly with their Maori communities regarding the development of governance structures and processes that establish meaningful accountability.

As a part of working with their Maori communities to develop governance structures and processes, TEOs should also begin to develop human resource planning for Maori staff profiles which illustrate how an organisation will develop a strong Maori staff capability over time.

Priorities for Agencies

The work of the TEC and NZQA to build the capability of Maori providers will need to be effectively co-ordinated. The TEC will also need to work closely with Te Puni Kokiri in this regard. Career Services will provide continue work towards raising awareness of and improving access to quality, impartial advice for Maori.

Capability building for Maori will also be strengthened in the period through the planned evaluation of the Special Supplementary Grants for Maori, through the $10 million fund available within the Strategic Development Component and by means of the Private Training Establishment Strategic Priority Fund. The Ministry of Education will continue its ongoing partnership with wananga, following Treaty settlements. The Ministry and the TEC will also develop particular initiatives to support Maori governance capability across the system.

The Hui Taumata Matauranga process will continue to articulate strategic priorities for Maori educational achievement.

The New Zealand Qualifications Authority will continue to provide support for Maori tertiary education and training providers, and for the development of Maori qualifications. The Government has provided ongoing funding for the continuation of these services.
