Beginning to Implement the Six Strategies 2002–3During the one-year period of this interim STEP, all participants in the tertiary education system will begin to implement the Tertiary Education Strategy 2002–7. This section indicates the `first steps’ Government expects to see tertiary education organisations and their stakeholders working on together in order to align their activities with the directions outlined in the TES. It also indicates the activities that central agencies will be engaged in to support tertiary education organisations and their stakeholders. This section is intended as a guide to provider and agency planning, though different providers and agencies are expected to interpret the suggestions made here somewhat differently, depending on their type, their identified strategic niches, their available resources, and their baseline positions.
