Providers will invest, through strategic human resource planning, in the recruitment, retention and professional development of their teaching and research personnel and will reward innovation and excellence By 2007, global trends in e-learning will have enhanced both ‘richness’ (in terms of potential for individual customisation, and responsiveness to different learning modes) and ‘reach’ (in terms of remote, virtual or community-based provision) for learners and providers. As described in Highways and Pathways: Exploring New Zealand’s E-Learning Opportunities, such developments will not be viewed narrowly as a ‘distance education’ development, but as a paradigm shift in core delivery which has the potential to improve quality, to increase participation by particular groups of learners, to change cost structures, and to change distribution and delivery methods. Providers may be realigning cost structures to invest less in traditional classroom delivery methods and more in student support services such as personal learning plans and career guidance. In view of the significant costs involved in online curriculum development, providers will be co-operating both nationally and internationally to purchase or develop shared programmes.
